HUMAN RIGHTS IN UZBEKISTAN: HISTORICAL DOCTRINES AND MODERN REFORMS
Abstract
This article analyzes the theoretical and legal foundations of human rights and freedoms, their historical roots in Eastern political and legal doctrines, and the context of modern reforms in New Uzbekistan. The study provides a comparative analysis of the concepts of just state governance and citizens' rights in Nizam al-Mulk’s "Siyasatnama", alongside the early 20th-century ideas of the Jadidism movement regarding national legal statehood and the enhancement of human dignity. Furthermore, using the prism of public law, the paper substantiates the intrinsic link between these historical legacies and contemporary opportunities created for youth in Uzbekistan, specifically highlighting the strategic tasks defined in the President’s Address to the Oliy Majlis and the People of Uzbekistan on December 26, 2025. The integration of historical traditions and modern constitutional norms is investigated through comprehensive legal research methodologies.
