Digital platforms are increasingly reshaping civic participation by enabling scalable and coordinated student volunteering, particularly within inclusive education systems. This study develops and empirically informed conceptual framework explaining how platform-based volunteering contributes to legal compliance, economic sustainability, and social inclusion. Using a mixed-method conceptual design combining systematic literature review, comparative legal analysis, and theoretical modeling, the paper identifies key mechanisms through which digital platforms optimize volunteer matching, reduce coordination costs, and enhance accessibility for learners with special educational needs. The findings indicate that while digital platforms strengthen participation and inclusivity, they simultaneously raise concerns regarding data protection, governance accountability, and regulatory harmonization. The study proposes a conceptual model integrating institutional, technological, and socio-legal dimensions and offers policy recommendations for sustainable implementation. The paper contributes to the literature on edtech governance, platform economy, and inclusive education by bridging interdisciplinary perspectives.
